Can the government create a green hydrogen fuel industry?

The government can do what it has always done. It can distort the market by placing undue burdens onto all competitors, it can throw cash at anything hydrogen and it can create regulation that makes fudging the figures much easier. It can also allow hydrogen actors to hide much of their costs in unrealistic assumptions to woo investors. And it can print a ton of money which it then throws at those projects. But all those measures do is shift costs into the future and onto the population which will feel them more and more seeing their standard of life vaporize through lesser services and expropriation through inflation. How long until elections become disasters for those politicians?
