Ahh, the endless supply of money kicks in again. In Austria, we have a word for those who make sure that the system is sustained. Systemerhalter or system-sustainers. I learned it when doing my mandatory military service. Everyone who is not part of a fighting unit but rather does clerical or supply-related work falls into that category. Without the system sustainers, everything would have turned to crap. In a modern democracy, taxpayers are system-sustainers. They have no voice and limited rights but they must cough up the cash for any idea the government has – no matter how idiotic it turns out to be.
