Gazprom loses ground in Finland to LNG from the Baltic States

I do not understand the reason why Finland does not build its own LNG terminal. If a small Baltic country finds this worthwhile, they sue must find that economically interesting. Especially as the pipeline from Estonia is not free either and they transport regasified LNG anyhow which means having the terminal right there would take those costs away at the least.
