Because that worked out so well in other African countries. Mozambique is dirt poor, it’s not very well governed, it has massive security issues to deal with and the LNG projects they are looking at are not exactly on the cheap side in an international environment of low prices. Yes, LNG is a long-term business and things ill get better but spending money they do not yet have seems a bit over the odds. Get it done and get some of the cash into building up your country while not too much of the cash disappears into dark channels. That would be awesome already.
