Namibian energy minister wants gas master plan

Another gas master plan. I have seen so many of those, and it hurts. Namibia does not have a gas industry worth noting yet. It’s still a hatchling and public policy makers already see the gravy train. Of course, they sell it as something for the people but do they expect oil companies to not see through that? It’s good to have a plan for associated gas. It’s wrong to have it wasted. But instead of a complicated master plan that will be gamed, you could give the gas a price and implement UIOLI. Once oil prospectors face the prospect of having a third party stomping the grounds for the gas, they will get thinking about doing something with the gas themselves. You don’t need a master plan for that.
