National demand for electricity reaches all-time high, cities plunged into darkness to reduce load
Populations that are basically comfortable often go along with totally non-sensical policies as they often sound nice and the real price tag is not clear to them. Once life becomes a misery because electricity goes away or personal freedom to move around gets cut down, people start to look behind things, and then those responsible will try to deflect blame. Often by doing the exact opposite that they did before just to save their skins.
