60% of the Democrat caucus means far, far short of any majority. And apparently, this version was too watered down for the real radicals. On the other side, it was way too much for some other Democrats that must fear losing their seats in the mid-terms if they go so radical. This means that consensus on the Democrat side is essentially impossible and it may be expected that a new position will condense around the very radical ones. Making it even more unpalatable for moderates. This Congress is as good as done.
