Polish watchdog fines Gazprom $7.6 billion over Nord Stream 2 gas pipeline

Poland has fined Gazprom for having broken what law? I never thought of North Stream one and two as economical projects as I don’t think that they can recoup their investment cost. I also always agreed with the right of the US to sanction the project as a symbol if they wanted so. I would not have taken those sanctions if I had a say in this but if the US deems this to be a worthy target, then be it. But what law on Earth has Gazprom broken for being fined by Poland. It’s not going through Polish waters – simmer down.
