There could be a version of the Border Adjustment Tax for this. Yes, it would raise the price at the pump for Americans but those prices are at rock bottom anyhow and this would not be felt a lot. It would drive international prices even lower and increase the pain on Russia and SA. Would be a little gift to China though so this is a sword that cuts both ways.
