The real problem is that such projects are usually the brainchild of some very high-ranking political decision-maker without a clue about the geological and other parameters that would need to be checked. This official then draws a line and no one below dares to contradict no matter how solid arguments against the project or just its implementation might turn out to be. Add on top that rampant corruption at all levels thins out funding leading to shoddy contractors and even shoddier materials being used to implement the construction. Reports will always only show everything from its shiniest side covering often glaring problems. At this scale, this may bring a regime down.
