Ukraine’s energy options limited in case of conflict with Russia
It should have been clear for many years now that Ukraine cannot continue to rely on gas imports. Russia would not entertain it anyhow and Europe will be increasingly gas constrained for years in the future. Either Ukraine gets away from gas or it starts to develop its own underground more fervently. Ukraine could be a potent shale oil and gas ground. But developing that will require ways that are different from stiff and unimaginative Europeans. Giving owners of the surface rights in the proceeds from the underground would help a lot to amp up eagerness and cooperation.
